Microsoft did something remarkable with SharePoint 2013, it marks the first time it's leading with cloud version of the software and telling customers to move from on-premises to the cloud. With promises of updates every 90 days, the cloud is going to get features, the on-prem folks might have to wait to see for some time. The question is, are Microsoft's primary customers ready for such a move and the answer is probably not for a while.
