One of the advantages of private cloud computing is the ability to charge back for exactly the levels of service used, but your internal customers are going to want some assurances and proof that your system is operating at full capacity.

Its the customers right to get the service for which they have signed or assigned for.So the company has to give the full service for which they have been rendered for .
